Atheism and Agnosticism are not recognised and the Civil Registry office can record marriages of couples of Islam, Buddhist, Hindu, Christian-Catholic and Christian-Protestant faiths. Marriage partners must have the same religion, otherwise one partner must make a written declaration of a change of religion.</p><p>A Christian, Buddhist or Hindu wedding is usually performed in a church or temple ceremony first. After the religious ceremony, every non-Islamic marriage must be recorded with the Civil Registry. Without the registration of the Civil Registry these marriages are not legal. Recording by Civil Registry officials can be performed directly at the religious ceremony for an additional fee.</p><p><br /></p><div class="fullpost"><br /><p>Couples will also need to provide to the Civil Registry a “Notice of Intention to Marry” and also a “Letter of No Impediment” which is obtained from the consular representatives. To obtain these documents there are different requirements for each nationality and personal situation (divorced, widowed, etc) of the couple.</p><p>Two witnesses over the age of 18 are required. They cannot be family members of the bride and groom and they must show the originals and present photocopies of their passports. Civil Registry employees can also act as witnesses. Marriage certificates are issued immediately and a sworn translation of the certificate should be obtained for use in the couples home country.</p><p>The legal requirements and the process can be daunting to a foreigner trying to manage their wedding from a distance and therefore it is recommended that the couple find a competent wedding planner or consultant who will take care of all the paperwork for them. I spent about 2 hours a day to learn it, sometime early in morning, in the afternoon and sometime late at night.<br /><br />I succeeded to keep in my mind 2 words a day but I found much difficulty in learning the grammar because it is very different with my mother language Balinese and Indonesian, but I insisted to meet with success. Day by day, week by week and month by month, and ….. finally I got it.<br />In October 1982 one of my friend who run a travel agent in Bali asked me to handle his clients,<br />they were Italian and speak a little English. That was my first time to practice my Italian tongue.<br />When I met them at Bali International Airport, the first question I must answer was “where is the best place to dive”. With honesty actually I didn’t know the answer, but I promised them for the good news the day after.<br /><br />I visited my friend’s house and meet Bli Monyoh, a fisherman live in Sanur the village on the southeast coast of Bali. I knew he was a good fisherman and very smart in shooting fish, diving with his own talent using very simple dive equipment. We talked about diving places and he told me that in order to discover most enjoyable dive, must visit 2 o 3 different places of the fascinating underwater world among the coral reefs. Mr. Bli Monyoh looked at his Balinese calendar to see a good day to go to the sea. My clients were crazy about dive.<br /><br />The first day he brought us to Semawang at Sanur by his outrigger sail boat. Located in front of Sanur Tourist Beach. Dives at a few meters depth was rewarded by beautiful underwater panoramas, table and trophy shaped coral and sponges, a thousand of colorful fishes swim by in kaleidoscopic profusions. I am not a swimmer or a diver, I just sit on the boat and prepared the needs when they go up. Was a wonderful day.<br /><br />The second day Bli Monyoh brought his companion a smart diver named Agung Toya,<br />together with them some gun (exactly an arrow) unwound by a strong rubber band made of tire.<br />Before living Sanur, Bli Monyoh laid an offering and perfumed incense in front of a temple and prayed to God. Along the road about one and a half our drive, he stopped several times for praying where there are temples for God’s blessing, safety and luck. Even before touching the water he did so.<br /><br />When we arrived at Buitan was a very traditional fishing village, located at the district of Manggis Karangasem eastern Bali near Candidasa, I was amazed by the beauty of the nature, a spectacular panorama or the terraces ricefield, rural ambience and the Majestic Mount Agung at the far back, for Bali it is the place of the Supreme God “The Navel of the World”. The sea was magnificent, clear blue water, remained untouched by modern influences, seduce everyone especially beach and dive lovers. Now Buitan boast a luxury 5 stars hotel and some small accommodations in Balinese style bungalow.<br /><br />When we were preparing everything for dive a cordial local man came close to us and gave his own wooden boat used for free in the hope of us catching a lot of fish. We sailed at 09.00 a.m in calm sea. About 50 m from the beach we arrived on the coral reef where the wave breaks itself.<br />Under very good weather we could see a wonderful underwater world among the coral reefs.</span></span><br /><div style="font-family: arial;" class="fullpost"><span style="font-size:100%;">My Italian clients brought their own dive equipments because they were the holder of PADI license.<br />While the native divers used their own talent. Wow, wow, wow, what a great day, we fished a lot (only selected fish), one thing surprised me that Bli Monyoh got 4 king lobsters.<br />At 11.00 a.m. we finished our adventure and the local man was waiting us on the beach ready with his woods fire, chili, onions, garlic, salt and coconut oil. We grilled our fish in relax atmosphere on the beach with nice breeze of the ocean, than enjoyed a delicious gala lunch in cowboy style. Wow amazing, we really celebrated and enjoyed a great day.<br /><br />Now in Bali there are some exciting and fascinating, world renowned dive sites: Nusa Dua, Sanur, Padang Bay, Gili Tapekong, Tulamben, Amed, Nusa Penida and Lembongan and Menjangan Island. Days after the attacks, Indonesian Police Chief, General Dai’ Bachtier, </span><br /><span style="font-family: arial;">announced that the FBI had discovered C4 pointing the blame towards Jemaah Islamiah, JI (“SE Asia wing of Al qaeda”). </span><br /><span style="font-family: arial;">Eventually, investigators concluded that the main explosive device was a potassium chlorate car bomb. C4 was never included in final reports. </span><br /><br /><span style="font-family: arial;">The main explosive device was so powerful it seriously damaged buildings in a 2/400 metre radius and left a 1 metre deep, 10 metre wide crater. </span><br /><span style="font-family: arial;">202 people perished in the blasts, </span><br /><span style="font-family: arial;">the majority incinerated from the main explosive device. </span><br /><span style="font-family: arial;">Investigators quickly excavated the crater contents and dumped the remaining debris off the coast of southern Bali, </span><br /><span style="font-family: arial;">including completely stripped concrete reinforcing bars. </span><br /><span style="font-family: arial;">Potassium chlorate is a low velocity explosive and does not have the overpressure force to create a 1 metre deep crater or completely incinerate humans, </span><br /><span style="font-family: arial;">let alone strip concrete. It’s in the whispering of floating trees and the shadows of the campfires that die with the last light of day; the mysterious dance of the bats and everything that lives and dies within the confines of the forest; our hut made of boards and giant palm leaves; the flames of the candles you light, when everything else melts back into the night. </span><br /><br /><span style="font-family: georgia;">The bus stops at some invisible sign. People get on board, while a few old women and young girls get off, to pick herbs along the side of the road. They smoke their thin, hand-rolled cigarettes; they talk and laugh and then they get back on the bus again. The chickens in their wired cages on the floor talk amongst themselves, subdued but obsessed – like soft-spoken professors who secretly watch and yearn for the flesh of young students. The goats at the back of the bus moan like the wind that is caught in the branches of tall trees, like the creaking doors of old churches that have stood empty for too long. The bus rides on, stops, stutters, moves on, till it comes to the beach, where we get off. You carry two chickens; I try and lead a stubborn goat. A hut, two chickens and a goat: we are slowly settling down. </span><br /><br /></span><div style="font-family: georgia;" class="fullpost"><span style="font-size:100%;">The fishermen carry their nets, filled with early morning light, to their ships, while they sing their songs of Gods and wine that wait for them to return. Later, on the beach, fires are lit under large gridirons, sprinkled with oil. The smell of shrimps and fish, the many herbs and spices now rises up to Heaven, weaves its way through the clouds and the stars. Everything is now a dance of hungry scents. I watch you slowly peel and eat a shrimp. The oil trickles down from your lips, over your chin. When I kiss you I can taste the waiting sea. You feed me another shrimp; now you taste the salt on me. We walk on, hand in hand.<br /><br />(I tell you how in Cuba, long ago, I saw from my hotel balcony the young hookers walk along the beach; their bodies a prayer, the rum a church; their clients fat and greedy and eminently forgettable. The drums, the fires, the naked breasts and the sweat, the rum, the sea. You laugh. We walk on. Cuba - my whole life; what made me and what brought me here: a balcony from where old shades of me now watch the two of us move on, away from all that came before our time began.)<br /><br />We walk along the flood line and we talk, like slow-reaching waves, of old and secret places, of mountains and forests, of the old, stone hearts of London, Paris, Prague. The principal cities are the northern port of Singaraja, the former colonial capital of Bali, and the present provincial capital and largest city, Denpasar, near the southern coast. The town of Ubud (north of Denpasar), with its art market, museums and galleries, is arguably the cultural center of Bali. There are major coastal roads and roads that cross the island mainly north-south. Due to the mountainous terrain in the island's center, the roads tend to follow the crests of the ridges across the mountains. There are no railway lines.<br /><br />Coral reefs surround the island. Beaches in the south tend to have white sand while those in the north and west black sand.
